6123 Yolanda Avenue—Single family home on RA-1-K

Requested Use: Plan amendment and parcel map. Divide into 2 lots. Rezone one parcel to C1 for a commercial 2 story building, semi-subterranean parking, for marble manufacturing and show room, offices with staff. Rezone one parcel from RA-1-K to RE-9-1 to build 2 story single family home.

Existing Violations: Current owner has built several additions without permits and has multiple families living on site.

T.R.A.P.P.D. instrumental in having application withdrawn. Violations remain. Attempts to sell the property as a commercial property failed. And the owner could not sell the property.

 Demolition of a single family resident on a RA-1 lot. Builder and investors built a 12 bedroom and 6 bath site with the intentions of using it as an elderly care center. With only 3 parking spaces available, and illegal connections to the sewer line. A western wall was built on the adjacent property line and was removed and a new block wall was built 2 ft closer to the property line.

 The builder applied for a C.U.P. for an elderly care center. Tarzana Neighborhood Council, Councilman Zine, and City Planning and Zoning denied the applicant.

 T.R.A.P.P.D. supported the use as a college dorm and it was approved for that use but the sell of the property fell through and returned to the market.

 The builder continued trying to sell the property as a commercial site though it was built as a single family resident. The zoning administrator supported TRAPPD's contentions that the permits for the single family home should never have been granted and that a commercial use should not be granted. The current approval for dormitory use expires on 12-1-2006 since it was never utilized.

4/1/08 updated - The property recently sold and current attempts have been made to again utilize it for the elderly care of 26 alzheimers and dementia patients. The property needs variances for parking and a side yard entry. The TNC Subcommittee, TNC Land Use, and TNC Board of Governors voted to oppose the applicants requests and it will come before the zoning administrator soon.

 Requested Use: Purchased properties 18701-31 Calvert St. to build Crestview School K-6 private school.

 Existing Violations:   1) Drop off and pick up at entrance NOT by supervised adult.

                                2) Parents parking through out neighborhood

                                3) Not maintaining rear property with landscaping

                                4) Not notifying residents of events.

                                5) Operating a summer camp program

 T.R.A.P.P.D. gathered 2000 signatures opposing the Crestview School and attended all the hearings. Large numbers of residents banned together and battled for two years and forced the owner to withdraw his application.

 The site remains single family residents.
